Building for the Future: Pendleton County Courthouse ICF Prep & Pour

At Rocktown ICF, our work goes beyond the build —we’re committed to creating resilient, energy-efficient, and secure communities. Our latest work on the Pendleton County Courthouse in Franklin, West Virginia, is a testament to how Insulated Concrete Forms (ICF) are transforming the future of public infrastructure.

A Three-Story Courthouse Built with ICF

This three-story courthouse is being constructed with ICF walls—from the floors to the roof. The structure features 8-inch cores on the first floor for enhanced strength and 6-inch cores on the upper levels for efficient load management. The result: a highly durable building envelope that offers exceptional energy efficiency, noise reduction, and long-term cost savings..

Prioritizing Safety in Public Infrastructure

Safety is non-negotiable when it comes to government facilities. This new courthouse includes:

  • 8-inch ICF walls for high-impact resistance

  • Bulletproof glass throughout the structure

  • Wood buck framing at all door and window openings

  • 280-ft continuous brick ledge encasing the perimeter

Together, these features meet the heightened security demands required for a government building—ensuring peace of mind for Franklin residents, staff, and officials.

Why ICF? Strength, Efficiency, and Flexibility

This project highlights the trusted performance of ICF systems - known for their durability, strength, and design flexibility.

“From the R-value to the strength of the walls, and the design flexibility—you can still do about anything you want to do,” shares a longtime builder familiar with the system. “I’ve been in construction for 44 years now, and there’s nothing that compares to ICF.”

His perspective underscores the growing demand for and trust in ICF building systems for both commercial and civic construction.

Why ICF Matters for Courthouse Construction

Choosing ICF for a civic project like the Pendleton County Courthouse isn’t just about strength—it’s about investing in long-term sustainabilityreduced operational costs, and a quieter, safer environment. As communities seek smarter ways to invest public dollars, ICF stands out as a forward-thinking solution.
